Gangnam is a glamour district in Seoul and people who live there are known with their wealthy lifestyle. Running up huge credit card bills, eating cheap ramen noodles in order to afford to buy expensive Starbucks drink so that can get along with elite crowd are the things that Psy tried to bite here.
